Deactivate Mantra .30 Rs. deducted every month for Mantra without my knowledge

I am a prepaid subscriber and I don't know how MANTRA has been activated without my knowledge. and every month 30 Rs is deducted. I was wondering why for last 3 months without making any calls suddenly 30 Rs was less from balance. I have never used any MANTRA services till now.

I had called BPL and they say they cannot help. Then how come any services get activated without confirmation of subscriber. This is purely cheating.

When I had to do emergency calls It suddenly shows less balance.

How to deactivate the same?
