Surrender of WLL

I surrendered WLL set to Hosakere Exchange on 30th Octr.2008 and submitted acknowledgement in this behalf to the commercial officer attached to Area manager (Bangalore South) of BSNL.on 31st Octr. Despite my surrendering the set, the telephone Deptt is raising bills and collecting the amount from my Bank as I had given ECS mandate. Despite written complaints and innumerable reminders to Area Manager (B'lore South) no action has been taken.

What I should do for the inaction of Telephone Deptt. and also for getting refund of amount charged from 31st Octr 2008 to 31st Mar.(I am yet to know whether the Deptt has charged for April also)
