Slow Speed of Broadband

Sir,

i have a connection of Broadband Plan Businness -700. BSNL say that the speed of Broadband connection is 256 kbps to 2 mbps. But maximum time speed is very slow.. (Dialup Connection se be slow) no site is open and maximum time Problem from BSNl link. BSNL infrastructure is very poor and administration is very week. we requested that please increase the speed of BSNL Broadband.
