Oadband access problem

I have lodged complaint for broadband access problem in my telephone .i am facing broadband access problem since 5 months .so far problem is not resolved.staff at the office donot pick up phones, they leave office premises before time, hence are not available.they are not ready to chek the modem.iam not getting the facility i am paying for.i wonder will they have any accountability on these complaints registered by the consumer.
