Not getting usage details

Service.bsnl.in is not opening.. it displays like enter your portalid and password to know the usage details..but that is not a link.. where i have to give those details... to know my usage... handling a customer is a main thing in business... but this is not good way of maintaining a web page... there is no quick response, there is no quick updation, there is no quick process... always slow... since many people complaining about this..
