Activation & Networking Problem

I purchase two prepaid plans before 4-5 days of BSNL scheme of Rs 203/- in which talk time is Rs 200 with 200 days validity. One SIM is still not activated even after all proofs deposited. The other SIM which has been activated, is facing networking problem. SMS is not going. We are very furstrated. Pls help. My Cell no. is 9878997068
