Telephone not working

Our telephone (040) 24341536, is not working for about two months, after repeated booking of faults in fault booking system and information over phone, the problem is still unattended.

when bsnl is very prompt in sending the bill for this non functional telephone including internet charges (which we too pay sincerely) is it not its duty to ensure the fault is rectified? instead there in no response from bsnl for the complaints booked.
