Pakka sarkari kaam - New telephone connection

I have applied for a new telephone connection in my home located at Shalimar Garden Extn._II, Sahibabad, U.P. on 9/04/09, I got UID No. UPWGZB200904300. Despite of repeated visits to their main office at Apsara Border and local office at Rajinder Nagar I didn't get my telephone connection. It is almost 2 and half months have passed. Whenever I I visit the Rajinder Nagar office the SDO should not be available. Last week I have waited there almost 4 hours to meet any of the office bearers; but nobody came to the office till 12.00 pm. Where should I knock for getting a simple basic landline phone at my residence?

Anybody help me out getting any other pvt landline operators no. in my locality.
