Mnp code not issue

Im a subscriber of BSNL Jammu circle. I want to port my number to airtel but i am not able to get the UPC code I have been trying to obtain the code from 1900 but the number does not respond. Even the SMS does not go to 1900.

kindly advise as to where to get the upc code.
