Shifting of telephone

We have submitted a request for BSNL landline shifting on Dec 29th from Indiranagar, bangalore to HRBR layout, bangalore. The new connection needs to be given to a newly constructed apartment. There are enough telephone posts with cables on the side roads, belonging to BSNL. But even after three months they have not given us the connection. Reason stated is that new cable has to be laid to give connection to the appartment (Kacharakanahalli layout). I have been to the HRBR exchange (Bangalore) many times to get a status on the issue. It looks like they are deliberately trying to delay the connection so that I will go for a private service provider.
