No dial tone

My telephone no.04802808389 located at Kodungallur is not working frequently. It doesn't have dial tone since 5-5-09 completely. After lodging complaints, the technician informed me that he is unable to help as he cannot locate the defects.

In the past also problems persisted. On complaining, the technicians visit the place at their own leisure and give some excuses like - lane needs digging, cable not available, etc.etc.

Almost all other customers at my neighbourhood are having underground connections, while I have landline connection. and they don't give much importance to my lone case. Will somebody help?
