IPO amount not refunded

I applied for 2500 chares @ Rs 12/- in Burnpur Cement IPO. I was not alloted any share and my application amount of Rs 30, 000/- is not refunded yet. I made numerous calls to their registar but no body picks phone there. I dont know what to do> Can somebody help me out to get my money back. My application no was 3003983.
