Harresment from cable operato

There are two cable operators running in laxmi nagar delhi - 92. Currently i m using service of batra cable tv but i m not satisfy. Now i contacted to dhawan cable to take place of service but he denied and saying

that i m using other cable network thats why we cannot give u service.

My question is there any law that if any one using service of one cable operator then he cannot ask for other cable to change.

If no, so where can i complaint against this harresment.
