Poor Customer Care and portal service

I m user of cellone prepaid within orissa circle bearing no. 919438412277. I had called cellone c.care for 100 times for cellone gprs setting. Every person said me "I have already send the setting to u, u will receive the setting within 5 min". Then result is the same, no setting deliverd to my cell.

And another drawback any one can see in cellone portal. oneday I just clock on a wallpaper download link, then next one screen comes that u have to pay 15 rupees and click on the confirmation button. I didn't click on confirmation link and back to previous window, but 15 rupees was debited from my a/c with out downloading the wallpaper.
