Tata indicom bill desk fraud on credit card

I just got a bill from citibank and it consisted 2 charges from tata indicom bill desk... one for Rs. 2499.00 and another for Rs. 1999.00 .. this is disgusting... i have spoken to the customer care and they say "since the cvv number has been used, You 'll have to pay the bills"

This is a case of cheating on part of some one who used my credit card details and now i have to pay for it.

The credit card company should have some kind of protection policy in place at least for some loyal customers.
