ESC not debiting in the a/c and taking cash every month

I have taken auto loan from citi financial on 23.9.07 amounting rs 40000/- my loan no is :13432694 and submitted the ECS form to the bank but till date the bank in not debit the emi amount to my a/c but taking cash from and every time the bank making excuse that the ECS form is not updated in the system since last 5 months the bank is making the same excuse and i deposit the form again by certifying by the bank again but till the case was not solved by the bank
