Want my Nokia 6260 back

I took my phone to nokia service centre operated by (Clarity Cells - Bangalore) on may 16 and have yet to receive my phone back. the phone was thowing error "phone startup failed. Contact retailer. On giving the phone to ajith of clarity cells (nokia authorized service center) he said he would need to reinstall the os as it is corrupted. It would take 3 days and its 5 months now and i have not received the phone. I went to their shop and wanted to see it that they have not lost. They said it was given to the engineer and he left his job. they were not able to find the phone where he kept. finally one day they said they are able to trace the phone in service centre and when i went there and saw the phone. It was in a condition to be believed. Fully scrached. body and buttons are fully temperd and looks like a 10year old phone which is abused. I doubt the panels are changed. I have contacted them on multiple occasions and they say that the phone is send again for repair at Nokia. The previous cost for reloading of os was 300rs and now they say they need to replace the whole circuit board which will cost me 3500rs. Now Is there any way I can get the mobile in the condition i gave them or tell nokia directly how the service center guys are operating. It seems like a racket where they are replacing the mobile parts and putting the customer in a situation to extract the full money or else he has no choice but to forget the mobile.
