Non refund of application money for IPO

One of my friend applied for 25 shares of Coal India limited along with my son. I complained in this website for my son and after that the refund cheque has been sent to our home address. My friend's application No. being 6468414. No share has been allotted in his name. But his application money has also not been credited to his IDBI Bank till date. He issued a cheque for the purpose of getting the shares and submitted his application through Karvy, siliguri, Sevok Rd, West Bengal.
