Dealer deny for supply

We are using this connection since 3 years. to day the dealer m/s. Ratna Agencies at hmt hills, kukatpally, hyderabad, had denied booking saying that we should take minimum refills of 6 to 8 cylinders every month. our consumption is 1 to 2 cylinders only every month. how can they expect us to consume more gas when the complete world is looking at how to save gas. as they are unable to deliver me the refill iam planning to go to consumer court.
