Denial of ielescopic ticket and reservation

Sir,

Presently I am a student of College of Technology and Engineering, MPUAT, Udaipur and doing Ph. D. I have gone to Udaipur city railway station for getting reservation from Udaipur to Bhopal via Hazarat Nizamuddin, as ther is no direct train for Bhopal from Udaipur. The booking clerk refused to give ticket on telescopic rate. Then I went to Booking Supervisor, he informed that from April rule has been changed. I have to take two ticklets separately which cause me loss of about more than 300 Rs.

Sir, I want to know that is there any such rule? Previously I used to take tickets. My one fellow inform me that he got reservation from other railway station on telescopic rates. Kindly inform me and if such rule does not exist, booking clerk and supervisors need explaination.
