Not ready to go by mete

I stay in east delhi and no auto here agrees to go according to meter to the nearby places and also to far places when its early morning or later in the night. Everytime I am told to pay higher than the meter amount saying there meter charges are very less. I fail to undertsnad why in a country like India and that too in the capital of the country, such attitude is tolerated. Why auto drivers don't go by meter. Do we always need sopmeone to go on fast and shake the nation. why can't there be a number where we can inform immediately about this untolerabale behaviour. why should we pay more from our hard earned money. This is totally disgusting
