Huge Bill of Smelling water???

This is for your kind attention that i m a resident of Rohini, sec-24, i have been living their for last 7 years, initially the water we were receiving in our taps was like sewage water & we suffered from this for 4 years & we purchased & borrow the water for drinking & usage respectively, but DJB not bother to check it up & than we received the pipe line of water free from smell & other problems, but most shocking is that we have been made laible to pay a huge amount of Water bills... is that of the same sewage water we received during our tenure in our house? Kindly suggest me for the same...
