Non receipt of bill

Purchased school books of 1900/- and demanded bill. even after calling on different times for 5-6 times, he is not able to supply the bill and giving silly excuses. doing brisk business of lacs of rupees and still avoiding issuing bill either with an intention to harrassing or to avoid paying tax to govt by selling goods without bill. what should i do?
