Theft of materials

I had a consignment of two parcels from delhi to be flown in to goa, but on opening the box i found three pda's from my package missing, and the tornn part of the box beign re-packed carefully by the thieves from a dtdc packing tape.i reported this to the area manager of dtdc, who assured me of the fast processing of the claim, but after three months of reverting the manager asks me to contact the shipped agent for this claim, who says (the shipping agent) that his liability seizes after 15 days of delivery of the consignment.now the manage r drops my call and eve doesnt respond properly.think have to go to consumer cell for the same.
