Courier not delivered and not even returned

I booked a courier on dated 31st July'2008 against a consignment number "A12857146" from DTDC in Ahmedabad, Gujarat. Till 25th August this courier was undelivered to the respective location. After tried calling the local office several times, a lady picked up the call and informed me that my courier is RTO and they have no services in the location, where courier has to be delivered.

I asked the lady to make me talk to the head of the branch, She transferred the call to Mr. Neeraj, This gentleman refused me to gv the number of Branch Head nor he made me contactable to the Branch Head.

I had a strong complain against DTDC:-

Why the courier was accepted, when DTDC does not have any service for the place, where courier was to deliver?

What is the status of the courier docket. Do i need to take followup for the same?

Why i was not made contactable to the Branch Head? Being a Service Industry, Is Branch Head not responsible for Customer Satisfaction?

Who will be responsible for the losses, i have incurred due to non delivery of the courier?

Till date my non delivered courier is not returned to me, who will be responsible for that?

I had been into mental pressure due to non delivery of my important documents because of DTDC.

I request consumer forum to take action against the courier agency.
