Not receined voter card

I ve completed 18yrs of age in 2005 and had applied for the card on 2006. but its very shocking that i ve still not received my card inspite of writing letters addressing to the Election Commissioner in Chennai (tamil nadu)

And to my receipt i had also received an acknowledgement from the Election Commissioner. But still in vague.

Please look into the matter as i want to cast my vote in the upcoming election.
