Non Payment Of Bills

Sir, I had Bought House 3 Years Back with electricity installed. I was not using house and electricity till this day. i received today calls from electricity department to pay bill along with panalties and also monthly rent for the meter.they had disconnected the eurrent i year back .now they claim for Rs 3000 dues From me. And further Asked me To surrender the meter Other Wise They Will continue To Charge Rs 70 On monthly basis And neither They Will send the bill. This will Continue Till I ask For New Connection Or Restart the Same. Please Advice Me wither I Pay the whole Dues .or surrender the meter Or Continue To increase the dues.
