Entry of school buses on common road

There are 2 buildings (> 200 flats) in my locality on the left side of an internal road (in Mumbai). The right side of the road is an under consruction area. School buses for children come to each of the 2 buildings to pick them up and drop them; the buses do not park there. Some members have objected to this and the operating committee has passed a resolution that school buses will not be allowed in the common internal road and children have to walk till outside (about 7 minutes walk) to get their bus. This internal road is full of street dogs and filth and gets worse in the rains. Can the committee pass such laws without valid reasons?
