Parking Charges and other extra charges

Hi,

I dont know exactly but, I had read in the paper that municipal corporation grants the extra building permission below ground floor(-1, -2) for avoiding the parking problem in return of free parking. but e-square and many such multiplexes and malls chanrge for the parking charges and that too very high. Is is allowed? Also in E-Square they charge 30/- apart from deposit for 3D goggles in case of 3D movies. But in other multiplexes, they just take the deposit and return it after movie.
