No service provided and no refund made

I approached Excel Manpower services to provide a day maid for baby care. I was asked to pay Rs. 4200/- upfront with promises of being allowed to screen 4-5 maids and if I did not find them suitable, I would be refunded my money. These were by a Ms. Sanjana. She kept chasing me till I had agreed to pay up the money upfront. Once I did, no maid turned up for the next 5 days. They finally sent one who had no experience in baby handling. According to them, she was 'experienced' as she had kids of her own. I clarified that I need someone who has taken care of other kids and not their own. After numerous follow-ups I was sent another maid who did not know who had sent her and for what work she had come. I sent her away only to be told by the company that I was very rude. In between they sent me numbers of maids who refused to come upon hearing the distance they had to travel. Finally I complained to their manager Mr. Suraj who promised to send me a good maid within a week. He then happily went on a vacation and after more chase ups sent me a made after 2 weeks. She also had no experience and was rather promoting her friend who had never worked anywhere. When I complained to Suraj he gave me a lashing back and I finally told him to cancel my contract and refund my money. He said I will refund 3900/- to which I eventually agreed. After chasing him for another week, he tells me that he will only refund Rs. 2100/-. I have now told him to keep it as he is a fraud. This complaint is to warn everyone else against entailing this company's service.
