Not receiving bill from last 8 months

D/Sir, i have complaint so many times on 111 that i not get my bill even i pay all my bills by cheques when i got msg your bill amount is so & so.but this is not a way to send my bill always through sms. i had complaint so many times but no response from yr side, at last i have decided not payment my bill till not received hard copy.i want to give you my request no.11388859521 dt on 23/07/08.
