Non Deliveryof Pan Card

I had applied for address change in Income Tax Database which results in issuance of New PAN Card. The Department has sent the same at my residence address by Express IT Courier on 24/12/08 and the same was delivered back to the Department with a mark saying "Representative Assessee has shifted". Am Amazed to know that and quite frustrated by this way of attitude of the company.
