Chequebook not delivered

The EXPRESS IT courier claims I have signed for the chequebook parcel sent by them.
Either they are mad or I am. I have never received it. I have been waiting and waiting for this for last one month.
When I enquired with the bank, they say you have received it sir!! How do I get out of this now? Last year, the same bank has sent an incomplete cheque leaf back to me by the same courier. It was also same story, it delivered to me with my signature, but I have never received it. Believe it or not, after four weeks, I actually got it.. Then what about the document
which showed that I have received it four weeks ago??!!
