Defective pair of shoe

I had purchased a shoe pair of Franco leone from Suede -22 A Anjuman complex sadar Nagpur on 13 June worth Rs.2199.Within a period of 15 days, the shoes got teared from inside & outer covering is also affected, we had visited to the shop for the complaint but meanwhile the shopkeeper has said it will be replaced with new one even after visiting many times 7-8 till date the shoe has not been replaced, also it has been repaired but it is not in a very good condition to wear,

when it has to repaired why the commitment of exchange was given to me

yesterday also we had visited but he denied to exchange, over all he is not supporting after giving commitment, although the owner of the shop was not ready to talk, further communication was going with the servant / care taker of the shop, but the servant was telling the owner has gone out of station - london,

now i clearly want to replace the existing or money back, but he is denying
