Delivered washind soda instead of Arrowroot powde

I purchesed a packet of Arrowroot powder of 500gms from this ghanshyam super market. when i used i came to know that its not Arrowroot powder. imideatly i went back and raised the complaint, they confirmed that it was washing soda, packed by ghanshaym only and rate sticker is also done by them. before i thought of take back my sample and want to raise the complaint, they have not returned my sample and treated it as a very normal case. though i already handed over my unused sample so i can't able to do anything. and i surprised by theire behaviour that they take it very lightly and said, nothing bad has happened till now with me so don't make this an issue, then also if you want to make this an issue then go ahead, we also want to see that what the worst you can able to do..???

A simple Question - Do we have law regarding any packging? or anybody can do his own packing and sale whatever he want. and we must have observed that, how much knowledgeable persons are involved in packaging of these type of super market?

or should we wait for any misfortune happening because of their mistakes..
