Permnet licence acquiring

My brother had booked a slot for getting a permenet licence, as per booking we have been alloted as slot on 30-Oct-09 at 10:00 Am. We have reched the Ap transport office track located at Uppal by 9.45 and the tranport departement has not accepted to take my brother test, saying that we have to reach the track before 1hr i.e by 9.00.He aslo sayed that if your are late by 1 min also we will not take the test.

This information has not been mentioned while booking the slot or in the below given site

Now again we have to booke a slot for another day with a fee of 150 RS.

If this information has been given while booking we would have reached the track before 1 hr.

Now who is going to pay us the 150 which is uncessary.
