Not yet recieved IT refunds for the assessment year 7

I have not yet recieved IT refunds for the assessment year 7. i have already paid the taxes worths laks of rupees for assessment year 8 and for the current financial year. they deduct tax at sourse in advance that too at a rate of more than 10% and dont refund it properly. they need to become much more matured and transparent. otherwise, people will find ways to evade taxes and black money will be growing.
