Non payment of final settlement dues

I worked in Libya for 3.5 years in GSHL as engineer. I resigned and relieved as per the company rules. At the time of relieving company is due to pay my final settlement USD 8500, but till now that amount is not paid. I mailed several times to the GSHL management in Libya several times but there is no use. My case is not the only case all the employees who resigned from the company is facing the same problem. Nobody from company side is responding to our mails. Please look in to my case.
