Telephone dead

My telephone is dead since 9-7-08 I have have complained & got docketed, as of today 13-7-08 there is still no action taken.

Previously my telephone was dead for an underground fault which BSNL took 17 days to reapir & they had also connected my connected

my line to some other number for a period of 5 days, for which the person was using my account for free.
