HEATHROW COURIER EXPRESS
Is it froud or correct

Sir/Madam,

I got a message from HEATH ROW courier saying that i got a parcel with them sent from Shell, London based company under the pro manager of Mr Dr. Cindi Val and for that i have to pay them 13, 940INR and also mention that they don't have any branch in India so how are they going to reached the parcel by their agents to me safely.

so, according to this message what i need to know from your side is how far it could be true and can i pay the bills to their agents after delivering the parcel to me first but they are saying to me that i have to pay the courier charge first as there is a rule in London as they mention to me
