Misrepresentation of product size

I ordered the subject product online. The product is sold as 2 for the price of 1, just pay shipping on the second product. Well, the product is pictured as 2-2oz bottles of the product, but what I received was 2-1oz bottles of the product for the price 1-2oz bottle. So I called and was instructed to return the product if not satisfied, which I did, and I was told a full refund would be forthcoming. I spent $25.97 for the product and received a $11.99 refund. I'm a bit disappointed to say the least. How can they do this, first misrepresent the product being sold. Then refund less than 50% of what was paid for the product. Full refund to me says, price plus taxes and shipping cost. Every other mail order company I've dealt with has refunded 100%, I've not been told that shipping/handling are non-refundable expenses. Its a rip-off. I will never deal with this company again and will warn everyone I know to steer clear.
