Leakge in LPG Cylinder (House Hold)

In this one year 3 time i get leacked cyclender from H.P. Gas dealer. After complaint they checked the valve & found small rubber ring not inserted in valve. Every time I get cyclender in sealed condition so there is no chance to this is happen in transit or delar end. I want asked H.P. is there is no method to check cyclender before despatch to customer in gas refiling plant though this product is coming under very Hazardous Substances. How they approve the product for despatch.
