Not rendering any services after taking all my money

I had booked a holiday voucher on 11th may. then i was told that I will receive the holiday voucher within 2 weeks. Even after two months, they did not send my order. Then I asked for refund of my money. Then they asked me to speed post the xerox copy of in voice and a packet containing a booklet of details of holiday voucher. I did that, now 8 months have gone. and they have not responded. They have cheated my money without rendering any services.
