Charges included in Maintainance Bill

Our society which has 81 Flats was been painted last year and the cost of painting went above Rs. 1 lakh. There was sufficient fund in society's account for covering the expense of the paint. Still the committee members forced all the flat owners to pay a contribution of Rs. 100/- per month as painting fund, which adds upto Rs. 8100/- per month and the amount is still being added in our bills after more than 16 months When asked the reason the committee members say we are adding funds to the society for utilising in future.

I would like to inform you that the Society already has a bank balance of more than Rupees six lakhs. In that case is it legal to force the flat owners to contribute for future utilisation?

most of the members are not willing to pay the said amount but they are forced to do it, If someone denies, the chairman and other committee members tell him that his water supply and power supply will be disconnected. This is the reason no one is willing to say anything.

I want to know is it the proper way to raise the society fund, or if society has a sufficient amount of fund is it legal to collect such contribution from members?

What steps can be taken to stop this action?

What is the amount of money society members can spend as monthly expenses incurred for society affairs and management?

Is there any limit to the expenses for which society members have to get an approval in a Annual General Assembly?
