GPRS not Activated on this handset

My name is Ram dutt three months ago i have purchasce a Dual sim mobile phone WM3708i from Home shop18.Order no 701388773. According to phone Specification it is a Wap, GPRS activated phone and I am trying many time to connect it but i cannot use this function becuse every time it shows OTA not supported message. i trying to contact with service provider many time but i think no service facility available in delhi. They are cheat with customer and missguide the innocent people and i suggest to another people please don't buy any stuff from homeshop18
