Late delivery and Octroi Charges No refund yet

This is with regards to Order no 701666897 that was placed with Homeshop 18 on 22nd september. It is been 18 days after which the consignment arrived. To my surprise they expect the octroi to be payed by the customer. I have rejected the consignment on which I have been told that they would refund the amount after the order reaches back to them. which I anticipate would be another 20 days. Not just that I find Homeshop18 extremely slow but in a way dishonest and does not keep the word.
I would never ever shop with homeshop18 ever and I hope they refund the money if they want to save their shabby unprofessional face.
