Garbage in front of the house

My house is in Bansilalpet, Bible House Secunderabad. Infront of the house there used to be a garbage bin which is now removed but throwing of the garbage is still continuing which becomes so bad that it comes in our house also.please check that this can be stopped taking severe measures and warnings to the residents there. Please help and rectify this problem, becuase this is causing mosquitoes and diseases to florish.
