Delay in refill cylinder, phone lines always engaged

The phone lines of the dealer is always engaged and even when it is not most of the time no one picks up. With great difficulty, as usual, I got through and made a refill booking about a month back (in first or second week of February). I haven't got the refill cyclinder yet. In between, after many attempts to get through I have spoken to the dealer twice about the status of the refill cylinder. I am told it will be delivered. But still no refill cylinder has reached me.
I live in Lokhandwala of Kandivli East. My consumer number is 624752 and the distributor is Sh Lalji (code 19661700).
