Unloading gas cylinders

One of the HP gas agency who is distributing gas to Madipakkam area, brought the cylinder in bullock cart daily and down loading all the cylinders in front of Krishnasagar apartments near ponniamman koil. They are distributing gas cylinders from this point. Downloading cylinders in front of apartments is not safety and it is against safety norms also. Kindly instruct the concern gas agencies not to downloading the cylinders in the above said point.
