Gas agent not delivering cylinder

Gas agent at Wadala five garden is not delivering gas cylinder since I registered my gas booking on 24-1. My consumer No. is 608797. I went twice to his shop once on 31-1-08 and then on 1-2-08. The agent did not give me complain book to lodge my complain and said that he did not have complain book. He supplied gas cylinder to consumers who booked gas cylinder after me i.e. after 24/1/08. Kindly look into matter and stop immediately malpractices of that gas agent.
